Heating Account

The new Heating Account, introduced 16 February, 2016, (published in the Official Gazette on 2nd March, 2016, coming into force on 31March of the same year), is a stable incentive without an expiry date, available to  the Public Administration for small-scale interventions for the production of heating from renewable sources and high efficiency systems both to increase power and for greater efficiency (art. 4.1 and 4.2 of DM 16/02/2016, see Appendix I and II).

The new heating account is an improved version of its predecessor of  2012.

 

All works eligible for incentives involve buildings with all year round air conditioning.

The incentive is calculated on the basis of thermal energy produced and not on the basis of the cost of the work of substituting existing plant.

PAs, acting on their own account, and ESCos can apply for the incentive in a single package, even if the overall cost is in excess of 5,000€.

 

Examples of work covered by the incentives:

• building insulation, substitution of fixtures, shielding and lighting systems;
• substitution of air conditioners with plant utilising condensation heaters;
• transformation of buildings into nZEB buildings, with virtually zero energy (new addition to the Thermal Account);
• installation of automatic control of heating and lighting systems (new addition to the Thermal Account).

The GSE, the body granting incentives, has set up a portal called, “Portal Termico”.

 

Public administrations can choose from two options:

• direct access, i.e. present an application form (provided by the GSE) within 60 days of completion of the work, following the guidelines listed. The completed form supplies information on the intervention and the building  concerned.
• prior notification: the subject responsible presents a form with an estimate of the work, before it is carried out, after stipulating the energy contract with the ESCo.

 

The incentives can reach:

• Up to 65% of the cost for virtually zero energy buildings (nZEB);
• up to 40% for insulation work for walls and ceilings, for the substitution of window frames and fittings, for the installation of solar shielding, internal lighting, automation technologies, condensation boilers;
• up to 50% for thermal insulation in climatic zones E/F and 55% in the case of thermal isolation and substitution of  window frames if connected to another plant (condensation boiler, heat pump, solar energy etc.);
• up to 65% for heat pumps, boilers and biomass equipment, hybrid systems with heat pumps and solar heating plant;
• 100% of the cost of Energy Audit and the APE (certificate of energy performance) for the PA and the ESCo operating on their account.

 

N.B. For the PA, apart from the housing co-ops and social co-ops, an accumulation of the incentives is permitted in capital grants, also from the government, within the limits of a maximum loan of 100% of admissible spending.
